PNP Code Of Ethics (Section 5-1)

5.1 I will love and serve God, my country and people.

5.2 I will uphold the Constitution and obey legal orders of the duly constituted authorities.

5.3 I will oblige myself to maintain a high standard of morality and professionalism.

5.4 I will respect the customs and traditions of the police service; and

5.5 I will live a decent and virtuous life to serve as an example to others.


Romans 13:4  

For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.

2 Areas of Ethical Danger

Acts of Omission

  • "Acts of Omission" occur when officers rationalize and justify not doing things they are responsible for doing.


Acts of Commission

  • Administrative Commission - Breaking small rules, that seem inconsequential or which stand in the way of "real police work" is the first step.
  • Criminal Commission - In the final stage on the continuum of compromise officers engage in and rationalize behavior that just a few years before could not be imagined.

Decision Making

Ask yourself….

  • What motives are driving my decision?
  • Have I considered the possible outcomes for my decision?
  • Can this decision jeopardize my integrity?
  • Is my decision morally sound?
